It's a combination of elements that in no way should work but yet it does. The skirt is of course, the most outrageous element its a giant pouf that is cut up under the hem in a cinched in cascade of ruffles. All cleverly constructed inside so the fabric actually does pouf rather then just lie flat. The waist is nipped in through seaming and hand placed
